I have the honour to submit the following
case for your consideration.
2. Mr. Chew Chukshan is a longkong-born British
subject of Chinese origin. He is sixty-five
years of age and has been registered in this
Consulate-General since 1906. He has not taken
any steps to divest himself of his Chinese
nationality and therefore remains, in Chinese
eyes, a Chinese citizen.

Recently Mr. Chew took a concubine, who
however ran away after a short period and has
instituted proceedings against him in the
District Court for seduction. Mr. Chew has now
appealed to me for protection as a sritiah
subject.
4 The guiding instructions on the protection
of British subjects of Chinese extraction are
those contained in Feking Circular to Consuls
Number 36 (2646/25) of March 24th. 1925, which
are to the effect that the claim to protect much
persons should be maintained but should not
be pressed beyond useful limits. The
